I am having the exact same problem. I recently received a large update and now no wifi networks are available to connect to. I see exactly the same thing of only airplane mode. I have tried the steps suggested and nothing works. I also noticed after the update, that sleep mode no longer works properly.

Every fix i found for this either was a temp, or it would break update unless reversed. This worked like a charm. About two or three weeks ago I was able to successfully disable this popup, however it has begun popping up again after restarts. The only thing which is allowed to alter the update files is this!
